The historic park lies on either side of the city's main thoroughfare, Șoseaua Kiseleff. It was founded in 1832 according to the design of the German landscape architect Wilhelm Mayer. Various cultural and artistic events are regularly held in the park.
Among the alleys there are many statues and sculptures. You can see busts of artists, musicians, mathematicians, politicians and scientists, including Nicolae Leonard, Ovid, and the Iranian astronomer Hakim Omar Khayyam. Since 2001, there is also a statue of King Ferdinand and a four-piece sculptural complex by the sculptor George the Apostle. In 2000, a bronze monument dedicated to Romanian infantry soldiers was erected in the park.
At the turn of the nineteenth and twentieth centuries, the practice of "beating with flowers" was cultivated in the park. A military parade was held on the road crossing the park during the national holiday on May 10. People gathered at the side of the road threw flowers at the marchers, which were then picked up by children.
